The Reported Speech is present indefinite tense ,and it is habitual fact. So according to rule we know if the reporting verb is (past tense) and the reported speech is (present tense but habitual fact) in that case at the time of changing ( direct to indirect speech ) the tense of (reported speech) will remain unchanged only pronoun may be changed if necessary and conjunction (that) will be written after Reporting verb (said).

I can give you one example that happened to me- years ago we bought a beautiful Rottweiler pup , 8 weeks old. About a year later our family went to an all breed dog show where hundreds of AKC breeds were to be shown, including the mother and a litter brother of our Bear. I had Bear’s leash and we walked through a crowd of b and their dogs headed for the ring where the Roots were . Our“puppy”( approx 80 lbs) started to whine pretty loudly.Looking around, I didn’t see why he was upset but he started to pull me right over to a vaguely familiar older gentleman holding a young male Rott who was straining to get to Bear- before I could get him under control, my dog just started wagging his stubby tail, wiggling and “ play” growling- and so did the other dog! Turns out the “familiar man was the breeder we had bought Bear from, and the other male was his brother! Sorry for the long answer but since that happened I’ve heard more stories just like it. I think it’s pretty well known that dogs will remember people they’ve known before but until this happened, I didn’t know they could/would recognize littermates , too.

The dog should probably be removed from your neighbor’s home to prevent further abuse. There are State laws about animal abuse and cruelty to animals, and the neighbor could face some legal trouble if it is proven. One of those recent laws is called PACT, (Preventing Animal Cruelty and Torture) Act: Signed into law in 2019, the PACT Act makes some of the most egregious forms of animal cruelty a FEDERAL CRIME! Ask someone to help you deal with what you saw, in order to hopefully prevent it from happening again. Someone needs to scare him with possible legal consequences enough to make him stop his cruel actions towards his dog!
